Is God’s action of punishment or mercy and guidance or misguidance arbitrary?

29:21 He punishes whom He wills and has mercy on whom He wills, and to Him you will be returned.

(One interpretation is that the punishment and guidance are not arbitrary because other Verses say under which condition people earn it (e.g. 3:86, 9:80, 33:73). The Verses of the Qur’an are not mutually exclusive but complement each other)(Verse 29:21 might only refer to disbelievers, in this world, because good things might happen to disbelievers in this world, and bad things might happen to good people (but believers might be tested (3:186), rather than punished). Then, Verse 29:21 says, “and to Him you will be returned”, which confirms that someone might be punished, or might receive Mercy, in this world, but all disbelievers are to be punished in the Hereafter)(Another interpretation, based on Verse 35:45, is that no one is free of sin or mistake, so anyone could be punished, if God wills)(Allah knows best)

35:45 And if Allah (were to) punish [the] people for what they have earned, He would not leave on its back any creature. But He gives them respite till an appointed term. And when their term comes, then indeed, Allah is All-Seer of His slaves.

14:4 And We did not sent any Messenger except in the language of his people so that he might make clear for them. Then Allah lets go astray whom He wills and guides whom He wills. And He is the All-Mighty, the All-Wise.

14:27 Allah keeps firm those who believe, with the firm word, in the life of the world and in the Hereafter. And Allah lets go astray the wrongdoers. And Allah does what He wills.

(In this case, Verse 14:27 specifies those whom He wills to keep firm and those whom let go astray, so it is not arbitrary)(Allah knows best)

17:54 Your Lord is most knowing of you. If He wills, He will have mercy on you; or if He wills, He will punish you. And We have not sent you over them as a guardian.

4:100 And whoever emigrates in the way of Allah, will find on the earth many places of refuge and abundance. And whoever leaves from his home as an emigrant to Allah and His Messenger, then death overtakes him, then certainly his reward became incumbent on Allah. And Allah is Oft-Forgiving, Most Merciful.

(The reward is incumbent on God, and it is because God wants to reward those whom the Verse refers, and under such condition)(Allah knows best)

22:3 And among mankind is he who disputes concerning Allah without knowledge and follows every rebellious devil. 22:4 It has been decreed for him that he who befriends him, then indeed, he will misguide him and will guide him to the punishment of the Blaze.

(Verse 22:4 confirms that it is not arbitrary in the Hereafter. Another point is that God decrees what He wills (5:1), so once it is decreed, “anyone” who befriends every rebellious devil will be misguided and punished)(Allah knows best)

6:115 And the word of your Lord has been fulfilled in truth and justice. None can change His words, and He is the All-Hearer, the All-Knower.

6:12 Say, "To whom (belongs) what is in the heavens and the earth?" Say, "To Allah." He has decreed upon Himself Mercy. Surely He will assemble you on the Day of Resurrection, there is no doubt about it. Those who have lost themselves, then they do not believe.

4:17 The repentance accepted by Allah is only for those who do evil in ignorance, then they repent soon after. Then it is those to whom Allah will turn in forgiveness, and Allah is All-Knowing, All-Wise. 4:18 And the repentance is not accepted from those who do evil deeds until when death is present to one of them, he says, "Indeed, I repent now;" nor for those who die while they are disbelievers. For them We have prepared a painful punishment.

(According to the condition mentioned in Verse 4:17, people would be forgiven, but if the condition is not fulfilled, they are punished in the Hereafter. So, it is not arbitrary)(Allah knows best)

3:128 Not for you is the decision of anything whether He turns to them or punishes them, for indeed, they are wrongdoers. 3:129 And to Allah (belongs) what is in the heavens and what is in the earth, He forgives whom He wills and punishes whom He wills. And Allah (is) Oft-Forgiving, Most Merciful.

(Verse 3:129 says, “He forgives whom He wills and punishes whom He wills”, as if forgiveness and punishment were arbitrary, but according to the context (3:128), it only refers to the wrongdoers, so those who do good deeds are to be saved, and it refers to this world, because the previous sentence says, “to Allah what is in the heavens and what is in the earth”. Verse 3:128 says, “whether He turns to them or punishes them, for indeed, they are wrongdoers”)(In regard to the matter in Verse 4:17, it is incumbent upon God to forgive, while, in Verse 3:128, it is not incumbent upon God to forgive wrongdoers, so He might turn/forgive or punish them, “in this world”)(Verse 3:128 says, “not for you is the decision” (addressed to the Prophet), so, this sentence also implies that the punishment or forgiveness refers to the life of this world. While, in the Hereafter, all disbelievers are to be punished)(Allah knows best)

48:14 And for Allah (is the) kingdom/(dominion) (of) the heavens and the earth. He forgives whom He wills and punishes whom He wills. And Allah is Oft-Forgiving, Most Merciful.

10:103 Then We will save Our Messengers and those who believe. Thus, (it is) an obligation upon Us (that) We save the believers.

3:194 Our Lord, grant us what You promised us through Your Messengers and do not disgrace us on the Day of Resurrection. Indeed, You do not break the promise."

7:40 Indeed, those who denied Our Verses and (were) arrogant towards them, the doors of heaven (will) not be opened for them, nor will they enter Paradise until the camel passes through the eye of the needle. And thus We recompense the criminals. 7:41 For them is a bed from Hell and over them coverings. And thus We recompense the wrongdoers. 7:42 But those who believe and do righteous deeds – We do not burden any soul except to its capacity. Those are the companions of Paradise, they (will) abide in it forever.

6:54 And when those who believe in Our Verses come to you, then say, "Peace be upon you. Your Lord has prescribed Mercy upon Himself, that whoever of you does evil in ignorance then repents after it and reforms, then indeed, He is Oft-Forgiving, Most Merciful."

7:156 And ordain for us good in this world, and in the Hereafter. Indeed, we have turned to You." He said, "I afflict with My punishment whom I will, but My Mercy encompasses everything. So I will ordain it for those who are righteous and give zakah (charity) and those who believe in Our Verses.

13:11 For him are successive before and behind him who protect him by the Command of Allah . Indeed, Allah will not change the condition of a people until they change what is in themselves. And when Allah intends for a people misfortune, there is no turning away of it. And there is not for them besides Him any protector.

(People must first change, after they wronged themselves, so there is free will. And because there is free will, only mankind is to be blamed for their sins, so Hell is prepared for the disbelievers (18:102). If there were no free will, they would not be guilty, and there would be no Hell)(Allah knows best)

14:22 And Satan will say, when the matter has been decided, "Indeed, Allah promised you a promise of truth. And I promised you, but I betrayed you. But I had no any authority over you except that I invited you, and you responded to me. So do not blame me, but blame yourselves. I (can)not be your helper, nor (can) you be my helper. Indeed, I deny your association of me before. Indeed, the wrongdoers, for them is a painful punishment."

10:44 Indeed, Allah does not wrong the people in anything, but the people wrong themselves.

16:36 And certainly, We sent to every nation a Messenger, that, "Worship Allah, and avoid the false deities." Then among them (were some) whom Allah guided, and among them were some upon whom the straying was justified. So travel in the earth and see how was the end of the deniers.

3:182 That is because of what your hands sent forth and that Allah is not unjust to slaves.

43:76 And We did not wrong them, but they themselves were wrongdoers.

2:155 And surely We will test you with something of fear, and hunger, and loss of wealth, and lives and fruits, but give good news to the patient ones. 2:156 Those who, when misfortune strikes them, they say, "Indeed, we belong to Allah and indeed to Him we will return."

(According to Verse 2:155, misfortune could strike anyone, but in the case of the believers, it is a trial, not a punishment (29:10))(Allah knows best)

57:22 No disaster strikes on the earth or within yourselves, but is in a Register before We bring it into existence. Indeed, that is easy for Allah.

29:10 And of the people are those who say, "We believe in Allah." But when he is harmed in Allah , he considers the trial of the people as the punishment of Allah. But if victory comes from your Lord, they surely say, "Indeed, we were with you." Is not Allah most knowing of what is in the breasts of the worlds?

76:29 Indeed, this is a reminder, so whoever wills, let him take a way to his Lord. 76:30 And you do not will except that Allah wills. Indeed, Allah is All-Knower, All-Wise.

(Mankind was created to willingly worship God, but Verse 76:30 says, “you do not will except that Allah wills”. One interpretation is that it refers to that everything happens by God’s permission (10:100). Another interpretation is that, for example, once a person wronged himself, he is not guided and cannot take a way, so such “intention” would not be changed unless people change their own condition (13:11), so that they would obtain God’s permission. God is not unjust, so man does wrong deeds against himself (22:10), so it is not arbitrary)(Allah knows best)

64:11 No disaster strikes except by the permission of Allah. And whoever believes in Allah, He guides his heart. And Allah is All-Knowing of everything.

10:106 And do not invoke besides Allah that which neither benefits you nor harms you. But if indeed you did so, then you (will be) of the wrongdoers." 10:107 And if Allah touches you with adversity, (there is) no remover of it except Him, and if He intends for you any good, then (there is) no repeller (of) His Bounty. He causes it to reach whom He wills of His slaves. And He is the Oft-Forgiving, the Most Merciful. 10:108 Say, "O mankind, verily the truth has come to you from your Lord. So whoever is guided then (he is) guided only for his soul, and whoever goes astray then he only strays against it. And I am not over you a guardian."

(According to Verse 10:107, God causes good and adversity, whom He wills. That’s a fact, because good and bad things happen to good and bad people. The context is that you do not have to invoke that which do not benefit or harm you (10:106))(You have to pray (to God) for good (17:11, 25:77))(Allah knows best)

4:104 And do not be weak in pursuit of the people. If you are suffering, then indeed, they are suffering like you are suffering, while you hope from Allah what they do not hope. And Allah is All-Knowing, All-Wise.

5:51 O you who believe, do not take the Jews and the Christians as allies. Some of them are allies to others. And whoever among you takes them as allies, then indeed, he is of them. Indeed, Allah does not guide the wrongdoing people.

(Allah does not guide them because they are wrongdoers, so guidance is not arbitrary)(Allah knows best)

2:88 And they said, "Our hearts are wrapped." Nay, Allah has cursed them for their disbelief; so little is that which they believe.

(They are cursed “for their disbelief”)(Allah knows best)

7:166 So when they exceeded all bounds about what they were forbidden from it, We said to them, "Be apes, despised."

63:3 That is because they believed, then they disbelieved; so their hearts were sealed, so they do not understand.

(Guidance is not arbitrary, God does not guide the wrongdoing people (6:144), nor the disbelievers (9:37))(Allah knows best)

43:20 And they say, "If the Most Gracious had willed, we would not have worshiped them." They do not have any knowledge about that. They do nothing but lie.

9:66 Make no excuse; verily, you have disbelieved after your belief. If We pardon a party of you, We will punish a party, because they were criminals.

4:18 And the repentance is not accepted from those who do evil deeds until when death approaches one of them, he says, "Indeed, I repent now;" nor for those who die while they are disbelievers. For them We have prepared a painful punishment.

(Mercy or punishment are not arbitrary in the Hereafter)(Allah knows best)

61:5 And when Moses said to his people, "O my people, why do you hurt me while you certainly know that I am the Messenger of Allah to you?" Then when they deviated, Allah caused their hearts to deviate. And Allah does not guide the defiantly disobedient people.

(Firstly they deviated)(Allah knows best)

2:16 Those are the ones who bought straying for guidance. So their commerce did not profit them, and nor were they guided-ones.

3:132 And obey Allah and the Messenger so that you may receive mercy.

24:56 And establish prayer and give zakah (charity) and obey the Messenger, so that you may receive mercy.

42:13 He has ordained for you of the religion what He enjoined upon Noah, and that which We have revealed to you, and what We enjoined upon Abraham and Moses and Jesus - to establish the religion and not to be divided therein. Difficult for the polytheists is that to which you call them. Allah chooses for Himself whom He wills, and guides to Himself whoever turns.

7:158 Say, "O mankind, indeed I am the Messenger of Allah to you all, to Whom is the dominion of the heavens and the earth. There is no god except Him, He gives life and causes death. So believe in Allah and His Messenger, the unlettered Prophet, who believes in Allah and His Words, and follow him so that you may be guided."

29:11 And Allah will surely make evident those who believe, And He will surely make evident the hypocrites.

33:24 That Allah may reward the truthful for their truth and punish the hypocrites if He wills or turn in mercy to them. Indeed, Allah is Oft-Forgiving, Most Merciful.

(According to Verse 63:1-6, the hypocrites will never be forgiven; and according to Verses 66:9, 4:138 and 4:140 the hypocrites are to be punished, while Verse 33:24 says that God may punish the hypocrites if He wills or turn in mercy to them; the Verses of the Qur’an are not mutually exclusive but complement each other, so one interpretation is that His will is that they may be punished unless they repent and reform (4:145-147). One interpretation is that it might not be known until they die (as a disbeliever or as a believer), so they could either be forgiven or punished in the sense that they could still change their condition)(Another interpretation is that they might be punished or forgiven in “this world”, because either way might not be incumbent yet, but all the hypocrites are to be punished “in the Hereafter”, and all believers are to be saved “in the Hereafter”. Next and previous Verses might confirm that Verse 33:24 only refers to this world)(Allah knows best)

4:145 Indeed, the hypocrites (will be) in the lowest depths of the Fire, and never will you find any helper for them 4:146 Except those who repent, and correct (themselves) and hold fast to Allah, and are sincere in their religion for Allah, then those (will be) with the believers. And soon Allah will give the believers a great reward. 4:147 What would Allah do by punishing you if you are grateful and you believe? And Allah is All-Appreciative, All-Knowing.

4:137 Indeed, those who believed, then disbelieved, then believed, then disbelieved, then increased in disbelief – Allah will not forgive them, nor will guide them to a way. 4:138 Give tidings to the hypocrites that for them is a painful punishment -

(Verse 4:138 says, “give tidings to the hypocrites that for them is a painful punishment -”, but according to the context (4:137), they end up being disbelievers, because their last state mentioned in Verse 4:137 is “then increased in disbelief”, but if they would have ended up being believers, they may be forgiven)(Allah knows best)

3:91 Indeed, those who disbelieve(d) and died while they are disbelievers if any one of them offered the earth full of gold as ransom it will not be accepted from him. For them is a painful punishment and they (will have) no helpers.

(They have to repent before they die, but if they die while they are disbelievers, they are to be punished (3:91, 2:161, 4:18))(Allah knows best)

74:31 And We have not made the keepers of the Fire except Angels. And We have not made their number except (as) a trial for those who disbelieve – that those who were given the Scripture may be certain, and those who believe may increase in faith, and those who were given the Scripture and the believers may not doubt, and that those in whose hearts is a disease and the disbelievers may say "What does Allah intend by this example?" Thus Allah lets go astray whom He wills and guides whom He wills. And none knows the hosts of your Lord except Him. And it is not but a reminder to (the) human beings.

(It is interpreted that, before the example, the believers were already believers, and the disbelievers were already disbelievers. If there were no example, then no one would be guided or let go astray, with the example, but, in order to guide whom He wills, and let go astray whom He wills, then an example is used. As a result, the example exposes the disbelievers, so they wonder about the example, while those who believe may “increase” in faith (74:31)(those who are already believers). So, the ones He willed to guide with the example (believers) were guided, and the ones He willed to be gone astray with the example (disbelievers) were gone astray)(So, guidance and misguidance are not arbitrary, because a party previously believed, and a party previously disbelieved)(Allah knows best)

7:101 These [the] cities - We relate to you (some) of their news. And certainly their Messengers came to them with clear proofs, but they were not to believe in what they (had) denied before. Thus Allah put a seal on (the) hearts (of) the disbelievers.

7:30 A group He guided and a group deserved to be astray. Indeed, they take the devils (as) allies besides Allah while they think that they are the guided-ones.

12:56 And thus We established Joseph in the land to settle therein wherever he willed. We bestow Our mercy (on) whom We will, and We do not allow to be lost the reward of those who do good.

14:13 And those who disbelieved said to their Messengers, Surely we will drive you out of our land, or surely you should return to our religion." So their Lord inspired them, "We will surely destroy the wrongdoers.

6:111 And (even) if We (had) sent down to them the Angels and the dead (had) spoken to them and We (had) gathered everything before them, face to face, they were not to believe unless Allah wills. But most of them (are) ignorant. 6:112 And thus We made for every Prophet an enemy - devils from mankind and jinn, inspiring one another with decorative speech in deception. But if your Lord had willed, they would not have done it, so leave them and what they invent.

(Verse 6:111 says, “they were not to believe unless Allah wills”, but, according to the context, their faith is not arbitrary, but the creatures inspire one another with decorative speech in deception (6:112); in that sense, it is up to you, because Verse 2:168 says, “do not follow the footsteps of Satan”)(In addition, Verse 6:112 says, “if your Lord had willed, they would not have done it”. So, the sentence “they were not to believe unless Allah wills” might imply that if the devils had not done that, they might believe)(The sentence “they were not to believe unless Allah wills” also implies that they were not to believe “except by the permission of Allah”. So, the matter is that everything happens by His permission. Verse 10:100 says, “it is not for a soul to believe except by the permission of Allah”)(Allah knows best)

6:119 And why should you not eat of that on which Allah's name has been mentioned, when indeed, He (has) explained in detail to you what He (has) forbidden to you, except that to which you are compelled. And indeed, many surely lead astray by their desires without knowledge. Indeed, your Lord, He is most knowing of the transgressors.

6:125 So whoever Allah wants to guide, He expands his breast to Islam; and whoever He wants to let go astray, He makes his breast tight and constricted as though he were climbing into the sky. Thus Allah places the filth on those who do not believe.

(Verse 6:125 says, “thus Allah places the filth on those who do not believe”, so they were disbelievers, before placing the filth)(Allah knows best)

7:146 I will turn away from My Signs those who are arrogant in the earth without [the] right; and if they see every sign, they will not believe in it. And (wa) if they see (the) way (of) [the] righteousness, they will not take it (as) a way, but if they see (the) way (of) [the] error, they will take it (as) a way. That (is) because they denied Our Signs and they were heedless of them.

(According to Verse 7:146, they are arrogant on the earth without right; and they denied the Signs and were heedless of them, so, the consequence is that they are turned away from the Signs, and they will take the way of error)(Allah knows best)

9:102 And (there are) others (who have) acknowledged their sins. They had mixed a righteous deed (with) (an)other (that was) evil. Perhaps Allah [that] will turn (in mercy) to them. Indeed, Allah (is) Oft-Forgiving, Most Merciful. 9:103 Take from their wealth a charity by which you may purify them and cause them increase, and bless upon them. Indeed, your blessings are a reassurance for them. And Allah (is) All-Hearer, All-Knower.

(Some people do both, righteous and evil deeds, so they could be forgiven or punished, according to what they did. So, they have to increase (9:103) in good deeds, rather than in sins)(Allah knows best)

13:27 And those who disbelieved say, "Why has a Sign not been sent down upon him from his Lord?" Say, "Indeed, Allah lets go astray whom He wills and guides to Himself whoever turns back,

10:13 And verily We destroyed the generations before you when they wronged, and their Messengers came to them with clear proofs, but they were not to believe. Thus (do) We recompense the people (who are) criminals.

10:74 Then We sent after him Messengers to their people, and they came to them with clear proofs. But they were not to believe what/(in that which) they had denied [it] before. Thus We seal [on] the hearts (of) the transgressors.

(Verse 10:74 says, “they were not to believe what they had denied before”. So, they were disbelievers, before being sealed)(Allah knows best)

4:168 Indeed, those who disbelieved and did wrong, Allah will not [to] forgive them [and] not/(nor) will He guide them (to) a way, 4:169 Except the way to Hell, abiding in it forever. And that is easy for Allah. 4:170 O mankind, surely the Messenger has come to you with the truth from your Lord, so believe, (it is) better for you. But if you disbelieve, then indeed, to Allah (belongs) whatever (is) in the heavens and the earth. And Allah is All-Knowing, All-Wise.

(It is interpreted that Verse 4:168-169 refers to those who did not repent and reformed, because the next Verse is addressed to the whole mankind, and says, “believe … if you disbelieve”, as if it were up to you (with God’s permission). The Verses of the Qur’an are not mutually exclusive but complement each other)(Allah knows best)

28:67 But as for (him) who repented and believed, and did righteousness, then perhaps he will be of the successful ones.

(The word “perhaps” might indicate that it depends on the person’s end result. People might be working on good deeds in this world, but, at the end, someone’s scales have to be heavy, to go to Paradise (101:6-9))(Allah knows best)

28:56 Indeed, you (can)not guide whom you love, but Allah guides whom He wills. And He (is) most knowing (of) the guided ones.

16:93 And if Allah (had) willed, surely He (could) have made you a one/(single) nation, but He lets go astray whom He wills and guides whom He wills. And you will surely be questioned about what you used (to) do.

(Guidance seems arbitrary in this Verse, but, according to the last sentence (“you will surely be questioned about what you used (to) do”), it would depend on that which you used to do)(It could be interpreted that He could have made you one nation, but there is free will. So, you are guided or He lets go astray, according to your deeds, and by God’s permission. Verses 6:111 and 10:100 might prove that “willing” refers to “permission”)(Allah knows best)

17:8 "(It) may be that your Lord (may) have mercy upon you. But if you return, We will return. And We have made Hell a prison-bed for the disbelievers,."

17:25 Your Lord (is) most knowing of what (is) in/(within) yourselves. If you are righteous, then indeed, He is Most Forgiving to those who often turn (to Him).

21:23 He (can)not be questioned about what He does, but they will be questioned.

(People wrong themselves. Verse 16:33 says, “Allah did not wrong them but they were wronging themselves”)(Allah knows best)

22:14 Indeed, Allah will admit those who believe and do [the] righteous deeds (to) Gardens [from] underneath it/(which) [the] rivers flow. Indeed, Allah does what He intends 22:25 Whoever thinks that Allah will not help him in the world and the Hereafter, then let him extend a rope to the sky, then let him cut off, then let him see whether his plan will remove that which enrages. 22:16 And thus We sent it down as clear Verses, and that Allah guides whom He intends.

(“Allah guides whom He intends” (22:16). It refers to the believers, because the context of a previous Verse: Verse 22:14 says, “Indeed, Allah will admit those who believe… Indeed, Allah does what He intends”)(Verse 17:82 says, “We reveal from the Qur’an that which is a healing and a mercy for the believers, but it does not increase the wrongdoers except in loss”. And Verses 27:1-2 say, “Ta Seen. These (are the) Verses (of) the Qur’an and a clear Book. A guidance and glad tidings for the believers,”)(Allah knows best)

23:75 And if We had mercy on them and [We] removed of (the) hardship what/(which) (was) on them, surely, they would persist in their transgression, wandering blindly.

(The context is about disbelievers in the Hereafter (23:74), who might receive Mercy in this world. Good things happen to disbelievers in this world, but, in this case, they received the punishment in this world (23:76), and in the Hereafter (23:77))(Allah knows best)

30:47 And verily, We sent Messengers before you to their people, and they came to them with clear proofs; then We took retribution from those who committed crimes. And it was incumbent upon/(on) Us (to) help the believers.

(Once someone sees clear proofs, the matter might be concluded. The disbelievers are punished, and the believers are saved. It is not arbitrary)(Allah knows best)

30:52 So indeed, you (can)not make the dead hear and not/(or) make the deaf hear the call when they turn, retreating. 30:53 And you cannot guide the blind from their error. You cannot make hear except (those) who believe in Our Verses so they surrender.

31:2 These (are) Verses (of) the Wise [the] Book, 31:3 A guidance and a mercy for the good-doers, 31:4 Those who establish the prayer and give zakah/(charity) and they [they] believe firmly in the Hereafter. 31:5 Those (are) on guidance from their Lord, and [those] they (are) the successful.

(The Qur’an is a Guidance for the good-doers)(Allah knows best)

31:22 And whoever submits his face to Allah while he (is) a good-doer, then indeed, he has grasped the most trustworthy [the] handhold. And to Allah (is the) end (of) the matters.

34:32 Those who were arrogant will say to those who were oppressed, "Did we avert you from the guidance after [when] it had come to you? Nay, (but) you were criminals."

35:39 He (is) the One Who made you successors in/(upon) the earth. And whoever disbelieves, then upon him (is) his disbelief. And their/(the) disbelief (of) the disbelievers (does) not increase (them) near their Lord, except (in) hatred; and their/(the) disbelief (of) the disbelievers (does) not increase (them) except (in) loss.

36:10 And it (is the) same to them whether you warn them or (do) not warn them, they will not believe. 36:11 You (can) only warn (him) who follows the Reminder and fears the Most Gracious in the unseen. So give him glad tidings of forgiveness and a noble reward.

38:14 All not but/(each of them) denied the Messengers, so My penalty (was) just.

48:25 They (are) those who disbelieved and hindered you from Al-Masjid Al-Haraam while the offering (was) prevented from reaching its place (of sacrifice). And if not (for) believing men and believing women (whom) you (did) not know [them] that you may trample them and would befall you any harm from them without knowledge/(unknowingly). That Allah may admit to His Mercy whom He wills. If they had been apart, surely We would have punished those who disbelieved among them (with) a painful punishment.

59:19 And (do) not be like those who forgot Allah, so He made them forget themselves. Those [they] (are) the defiantly disobedient.

98:1 Those who disbelieved from (the) People of the Book and the polytheists were not (going) to be abandoned until (there) comes to them [the] clear evidence,

9:106 And others deferred for the Command of Allah - whether He will punish them or He will turn to them (in mercy). And Allah (is) All-Knower, All-Wise.

2:257 Allah is the Protecting Guardian of those who believe. He brings them out of darkness into light. And those who disbelieve, their guardians are the evil ones, they bring them out of light into darkness. Those are the companions of the Fire, they will abide in it forever.

30:53 And you cannot guide the blind from their error. You cannot make hear except (those) who believe in Our Verses so they surrender.

(There is free will. A person freely committed error, then he suffers the consequences of his error)(Allah knows best)

16:104 Indeed, those who do not believe in the Verses of Allah, Allah will not guide them, and for them is a painful punishment. 16:105 They only invent falsehood who do not believe in the Verses of Allah, and they are the liars. 16:106 Whoever disbelieves in Allah after his belief, except (one) who is forced while his heart is content with faith. But those who open (their) breast to disbelief, then upon them is wrath of Allah, and for them is a punishment great.

22:18 Do you not see that to Allah prostrates whoever is in the heavens and whoever is on the earth, and the sun, and the moon, and the stars, and the mountains, and the trees, and the moving creatures and many of the people? But upon many the punishment is justly due. And whoever Allah humiliates, then for him there is no bestower of honor. Indeed, Allah does what He wills.

(Verse 22:18 says, “Allah does what He wills”. According to the context, the Verse also says, “upon many the punishment is justly due”)(Allah knows best)

16:36 And certainly, We sent to every nation a Messenger, that, "Worship Allah, and avoid the false deities." Then among them (were some) whom Allah guided, and among them were some upon whom the straying was justified. So travel in the earth and see how was the end of the deniers. 16:37 If you desire [for] their guidance/(guidance for them), then indeed, Allah (will) not guide whom He lets go astray, and not/(nor) (are) for them/(will they have) any helpers.

17:13 And for every man We have fastened his fate in his neck, and We will bring forth for him on the Day of Resurrection a record which he will find wide open. 17:14 "Read your record. Sufficient (is) yourself against you today (as) accountant." 17:15 Whoever is guided then is only guided for his soul. And whoever goes astray then only goes astray against it. And no bearer of burdens will bear the burden of another. And We will not punish until We have sent a Messenger. 17:16 And when We intend to destroy a town, We order its wealthy people but they defiantly disobey therein; so the word is proved true against it, and We destroy it (with) destruction.
