Did the people of Moses repent about worshiping the golden calf before Moses returned from the mountain, yet they refused to repent but rather continued to worship the calf until Moses came back?

20:91 They said, "Never we will cease being devoted to it until Moses returns to us."

7:148 And the people of Moses took, after him, from their ornaments an image of a calf, which [for] it (had) a lowing sound. Did they not see that it could neither speak to them nor guide them to a way? They took it and they were wrongdoers. 7:149 And when they were regretful and they saw that they had indeed gone astray, they said, "If Our Lord does not have Mercy on us and forgive us, we will surely be among the losers." 7:150 And (wa) when Moses returned to his people, angry and grieved, he said, "Evil is what you have done in my place after me. Were you impatient (over the) matter of your Lord?" And he cast down the tablets and seized his brother by (his) head dragging him towards himself. He said, "O son of my mother, indeed, the people considered me weak and were about to kill me. So (let) not the enemies rejoice over me, and do not place me with the wrongdoing people."

(The word “wa” (and), in Verse 7:150, does not indicate chronological order in Arabic, so “wa” starts a non-chronological sentence, so the order of the events is not specified)(One event happens “when they were regretful” (7:149), and the other one happens “when Moses returned to his people” (7:150), but Verse 7:149 does not specify whether it happened before or after Moses returned. So, because it is unspecific, there is no contradiction)(Another point is that their saying, in Verse 20:91, only declares their wish or intention of being devoted to it until Moses returns, at that moment, so it did not necessarily mean that they could not change their mind before Moses returned, though it might not be the case)(Allah knows best)

20:85 He said, "But indeed, We [verily] have tried your people after you, and the Samiri has led them astray." 20:86 Then (fa) Moses returned to his people, angry (and) sorrowful. He said, "O my people, did your Lord not promise you a good promise? Then, did the promise seem long to you, or did you desire that the Anger of your Lord descend upon you, so you broke (the) promise to me?" 20:87 They said, "We did not break (our) promise to you by our (own) will, but we were made to carry burdens from the ornaments of the people, so we threw them, and thus threw the Samiri." 20:88 Then he brought forth for them a calf's body which had a lowing sound, and they said, "This is your god and the god of Moses, but he forgot." 20:89 Then, did they not see that it could not return to them a word and that it did not possess for them any harm or benefit? 20:90 And verily Aaron had said to them before, "O my people, you are only being tested by it, and indeed, your Lord is the Most Gracious, so follow me and obey my order."

(Another point is that if you read the preceding Verses, the context of Verse 20:91 is that something from the past is narrated when Moses returned to his people. Notice that, in Verse 20:85, “Samiri has led them astray”, then, Verse 20:86 uses the word “fa” (then), which indicates chronology or order, “then Moses returned to his people”, then, Verses 20:87-91 narrate, and they narrate, something from the past. So, the narrative of the Qur’an is correct, because, interpreting it according to the context, style, and words used (“wa” or “fa”), is clear that there is no contradiction in the Qur’an, and there are no chronologically incorrect sentences)(Allah knows best)

20:92 He said, "O Aaron, what prevented you, when you saw them going astray, ... 20:97 He said, "Then go. And indeed, in the life (it is) for you that you will say, "(Do) not touch." And indeed, for you (is) an appointment (that) you will never fail to (keep) it. And look at your god to which you have remained devoted. We will surely burn it, then certainly we will scatter it in the sea, (in) particles."

(So, Verses 20:87-91 narrate, when Moses had returned, an event from the past (before Moses had returned), then Verse 20:92 does not use “wa” or “fa”, but refers to after Moses had returned to his people (20:86)(“Continuing what was left”). It is also chronologically and linguistically correct)(Allah knows best)
