Are non-Muslims deaf, dumb, and blind?

2:6 Indeed, those who disbelieve, it is same to them whether you warn them or do not warn them, they will not believe. 2:7 Allah has set a seal on their hearts and on their hearing, and on their vision is a veil. And for them is a great punishment. 2:8 And of the people there are some who say, "We believed in Allah and in the Last Day," but they are not believers. … 2:16 Those are the ones who bought straying for guidance. So their commerce did not profit them, and nor were they guided-ones. 2:17 Their example is like the example of one who kindled a fire, then, when it illuminated what was around him, Allah took away their light and left them in darkness, (so) they do not see. 2:18 Deaf, dumb, blind, so they will not return.

(Verse 2:18 says that the disbelievers are “deaf, dumb, blind”, but Verse 2:17 explicitly says that it is an example (e.g. parable). So, according to the context, it is said in relation to being astray (2:16) and lacking guidance (2:16) and lacking belief (2:6, 2:8))(This is also confirmed by Verse 22:46)(Allah knows best)

22:46 So have they not traveled in the land and is for them hearts to reason with it or ears to hear with it? For indeed, the eyes are not blind but are blind the hearts in the breasts.

7:179 And certainly We have created many jinn and men for Hell. They have hearts with which they do not understand, and they have eyes with which they do not see, and they have ears with which they do not hear. Those are like cattle, nay, they are more astray. Those - they are the heedless.

45:23 Have you seen (he) who takes his desire as his god, and Allah knowingly lets him go astray, and sets a seal upon his hearing and his heart and puts over his vision a veil? Then who will guide him after Allah? Then will you not receive admonition?

2:171 And the example of those who disbelieve is like the example of the one who shouts at that which does not hear except calls and cries - deaf dumb, (and) blind, so they do not understand.
