Does Allah lead people astray? Who sends disbelievers astray?
9:115 And Allah (will) not let a people go astray after He has guided them until He makes clear to them what they should fear. Indeed, Allah is All-Knower of everything.
6:25 And among them are those who listen to you, but We have placed over their hearts coverings lest they understand it, and in their ears deafness. And (wa) if they see every sign, they will not believe in it. Until, when they come to you and argue with you those who disbelieved say, "This is not but the tales of the former (people)."
(Some non-Muslims say that there is contradiction between these two Verses, but there is no contradiction; according to Verse 9:115, people is “firstly” guided, until God makes clear to them what they should fear (e.g. They should fear God, so they shouldn’t commit sin or disbelieve), lest God let them go astray. So, the disbelievers suffer the consequences of what they did to themselves (9:70, 6:12). The previous Verses mention “polytheists” (9:113), and “enemy to Allah” (9:114), likewise, Verse 9:115 refers to disbelievers. In regard to Verse 6:25, It also refers to the disbelievers, so God have placed over their hearts coverings (6:25) because of their disbelief. Verse 4:155 explicitly says that “Allah (has) set a seal on their (hearts) for their disbelief”. The Verses of the Qur’an are not mutually exclusive, but complement each other. So they previously disbelieved, before placing coverings over their hearts)(Notice that “them”, in the sentence “and among them are those who” (6:25), refers to disbelievers, previously mentioned in Verses 6:21-24. Likewise, the next sentence, in Verse 6:25, refers to disbelievers. So it is not about “they were believers then after placing coverings they became disbelievers”)(Allah knows best)
4:155 Then because of their breaking of their covenant and their disbelief in the Signs of Allah and their killing of the Prophets without any right and their saying, "Our hearts are wrapped." Nay, Allah (has) set a seal on their (hearts) for their disbelief, so they do not believe except a few.
5:78 Those who disbelieved from the Children of Israel were cursed by the tongue of David and Jesus, son of Mary, because they disobeyed and they used to transgress.

2:159 Indeed, those who conceal the clear proofs We revealed, and the Guidance, after We made it clear for the people in the Book – they are cursed by Allah and cursed by those who curse. 2:160 Except those who repent and reform (themselves) and openly declare. Then from those, I will accept repentance, and I (am) the Acceptor of Repentance, the Most Merciful. 2:161 Indeed, those who disbelieve and die while they (were) disbelievers, upon them is the curse of Allah, and the Angels, and the mankind, all together. 2:162 (They will) abide in it forever. The punishment will not be lightened for them, nor will they be reprieved.
(Those who are cursed by God can be forgiven, if they repent and reform before they die)(Allah knows best)
4:18 And the repentance is not accepted from those who do evil deeds until when death approaches one of them, he says, "Indeed, I repent now;" nor for those who die while they are disbelievers. For them We have prepared a painful punishment.
17:97 And whoever Allah guides then he is the guided one; and whoever He lets go astray - then you will never find for them protectors besides Him. And We will gather them on the Day of Resurrection on their faces – blind, dumb and deaf. Their abode is Hell; every time it subsides, We (will) increase for them the blazing fire. 17:98 That is their recompense because they disbelieved in Our Verses and said, "When we are bones and crumbled particles, will we surely be resurrected as a new creation."

5:51 O you who believe, do not take the Jews and the Christians as allies. Some of them are allies to others. And whoever among you takes them as allies, then indeed, he is of them. Indeed, Allah does not guide the wrongdoing people.
(According to Verse 5:51, they are not guided because they are wrongdoing people)(Allah knows best)
9:124 And whenever a Surah (Chapter) is revealed, among them are some who say, "Which of you has increased in faith by it?" As for those who believe, then it has increased them in faith and they rejoice. 9:125 But as for those in whose hearts is a disease, it increases them in evil to their evil. And they die while they are disbelievers.
(Their hearts had evil before increasing them in evil)(Allah knows best)
13:11 For him are successive before and behind him who protect him by the Command of Allah . Indeed, Allah will not change the condition of a people until they change what is in themselves. And when Allah intends for a people misfortune, there is no turning away of it. And there is not for them besides Him any protector.
(Someone’s condition can be changed, this confirms that jinn and men were created to willingly worship God. So they are able to wrong themselves)(Allah knows best)
18:29 And say, "The truth is from your Lord, so whoever wills - let him believe and whoever wills - let him disbelieve." Indeed, We have prepared for the wrongdoers a Fire, its walls will surround them. And if they call for relief, they will be relieved with water like molten brass, which scalds the faces. Wretched is the drink, and evil is the resting place.
22:10 That is for what your hands have sent forth, and that Allah is not unjust to His slaves.
41:46 Whoever does righteous deeds, then it is for his soul; and whoever does evil, then it is against it. And your Lord is not unjust to His slaves.
32:13 And if We had willed, surely We would have given every soul its guidance, but the Word from Me will come true, "I will fill Hell with jinn and men all together.
(There is a prediction of filling Hell with men (32:13), because people have free will, so, many people become disbelievers. If there were no free will, there would not be Hell, because they could not be blamed. In order to willingly worship God (13:11), people has to be able to make mistakes. Sinning deliberately could imply going to Hell)(Mankind was created weak (4:28); God wishes to lighten for you (4:28). God wishes to accept repentance from you (4:27))(Allah knows best)
17:41 And verily, We have explained in this Qur’an, that they may take heed, but it does not increase them except in aversion.
(The Qur’an is explained to benefit people “that they may take heed”, but many people freely do otherwise)(Allah knows best)
2:171 And the example of those who disbelieve is like the example of the one who shouts at that which does not hear except calls and cries - deaf dumb, (and) blind, so they do not understand.
5:71 And they thought there would be no trial, so (fa) they became blind and deaf. Then Allah turned to them, then (again) many of them became blind and deaf. And Allah is All-Seer of what they do.
(As a result of their disbelief (“they thought there would be no trial”), then (fa), the consequence is that they became blind and deaf, but after that “Allah turned to them” (5:71). So, after being blind and deaf, God can forgive people (e.g. if they ask forgiveness, etc.))(Allah knows best)
6:148 Those who associate partners will say, "If Allah had willed, we (would) not have associated partners and neither our forefathers, nor we (would) have forbidden anything." Likewise denied those before them until they tasted Our wrath. Say, "Do you have any knowledge, then produce it for us? You do not follow except assumption, and you do nothing but guess." 6:149 Say, "With Allah is the conclusive argument. And if He (had) willed, surely He (would) have guided you all."
(On one hand, disbelievers say that they did wrong because God willed. But, they did wrong because of themselves. On the other hand, even so, God is Able to guide them all, so they would have not wronged themselves. But God does not guide the wrongdoing people (5:51))(Allah knows best)
35:8 Then is (he) who the evil of his deed is made fair-seeming to him so that he sees it good? For indeed, Allah lets go astray whom He wills and guides whom He wills. So do not (let) your soul go out for them in regrets. Indeed, Allah is All-Knower of what they do.
(Someone firstly commit evil deeds, after that, he is not guided and his deeds are made fair-seeming to him, so because of the evil deeds he committed)(Allah knows best)
10:99 And if your Lord had willed, those who are on the earth all of them would surely have believed. Then, will you compel mankind until they become believers? 10:100 And it is not for a soul to believe except by the permission of Allah. And He will place the wrath on those who do not use reason.
(People believe by the permission of God (10:100), because everything happens by His permission (58:10). On the other hand, if God had willed, everybody would have believed (10:99), but, according to the context, they are not to be compelled (10:99), because there is free will. so many people are other than believers)(Another point is that everybody would have believed, but God does not will to guide the wrongdoing people (61:5, 3:86))(If a person was not guided, it is because of what he did. Verse 5:18 says, “He forgives whom He wills and punishes whom He wills”, but it is not arbitrary, because the same Verse says that “He punish you for your sins”. So, a good-doer is not to be punished, on the other hand, it could not be incumbent to forgive a wrongdoer. And in some cases is incumbent (4:17-18), so the Verses of the Qur’an are not mutually exclusive but complement each other)(Allah knows best)
3:128 Not for you is the decision of anything whether He turns to them or punishes them, for indeed, they are wrongdoers. 3:129 And to Allah (belongs) what is in the heavens and what is in the earth, He forgives whom He wills and punishes whom He wills. And Allah (is) Oft-Forgiving, Most Merciful.
(God could forgive or punish someone if He wills (3:129); but it is not arbitrary; Verse 3:128 confirms that those whom He forgives or punish are wrongdoers, so it may not be incumbent to forgive them. One interpretation is that a disbeliever might be punished or maybe not, referring this world, while all of them are to be punished in the Hereafter)(See the link below “Is God’s action of punishment or mercy and guidance or misguidance arbitrary?”)(Allah knows best)
5:18 And the Jews and the Christians said "We are the children of Allah and His beloved." Say, "Then why does He punish you for your sins?" Nay, you are human beings from among those He created. He forgives whom He wills and punishes whom He wills. And for Allah is the dominion of the heavens and the earth and whatever is between them, and to Him is the final return.
15:39 He said, "My Lord, because You misled me, surely, I will make (evil) fair-seeming to them in the earth, and I will mislead them all
(Mankind is the one to be blamed; according to Verse 14:22, Satan will say, “I had no any authority over you except that I invited you, and you responded to me. So do not blame me, but blame yourselves”. So, even if someone is mislead, he is mislead because he wronged himself. Likewise, Satan did not prostrate to Adam, then he was misled)(Allah knows best)
24:4 And those who accuse chaste women, then they do not bring four witnesses, then flog them with eighty lashes and never accept their testimony. And those, they are the defiantly disobedient, 24:5 Except those who repent after that and reform. Then indeed, Allah is Oft-Forgiving, Most Merciful. … 24:23 Indeed, those who accuse chaste women, unaware women (and) believing women, are cursed in the world and the Hereafter. And for them is a great punishment.
(Those who are cursed can be forgiven, If they repent after that and reform. This is confirmed by Verse 24:5 in which there is an exception to the matter mentioned in Verses 24:4 and 24:23)(The omission of this exception in Verse 24:23 does not mean that those who are cursed cannot be forgiven, because the Verses of the Qur’an complement/explain each other. So, the ones mentioned in Verse 24:23 are to be punished because of their deed (accusing chaste women), unless they repent and reform)(Allah knows best)
114:5 The one who whispers in the breasts of mankind,
4:119 "And I will surely mislead them and surely arouse desires in them, and I will surely order them so they will surely cut off the ears of the cattle and I will surely order them so they will surely change the creation of Allah." And whoever takes Satan as a friend besides Allah, then surely he (has) lost a manifest loss.
9:70 Has not come to them the news of those who were before them, the people of Noah, and Aad, and Thamud, and the people of Abraham and the companions of Madyan, and the towns overturned? Their Messengers came to them with clear proofs. And Allah was not to wrong them but they were doing wrong to themselves.
6:12 Say, "To whom (belongs) what is in the heavens and the earth?" Say, "To Allah." He has decreed upon Himself Mercy. Surely He will assemble you on the Day of Resurrection, there is no doubt about it. Those who have lost themselves, then they do not believe.
30:9 Have they not traveled in the earth and observed how was the end of those before them? They were mightier than them in strength, and they dug the earth and built on it more than they have built on it. And their Messengers came to them with clear proofs. So Allah was not to wrong them, but they were (doing) wrong themselves.
14:22 And Satan will say, when the matter has been decided, "Indeed, Allah promised you a promise of truth. And I promised you, but I betrayed you. But I had no any authority over you except that I invited you, and you responded to me. So do not blame me, but blame yourselves. I (can)not be your helper, nor (can) you be my helper. Indeed, I deny your association of me before. Indeed, the wrongdoers, for them is a painful punishment."
22:53 That He may make that which Satan throws a trial for those in whose hearts is a disease, and those whose hearts are hardened. And indeed, the wrongdoers are surely in a schism far.
4:113 And if it was not for the Grace of Allah upon you and His Mercy, surely a group of them had resolved to mislead you. But they do not mislead except themselves, and they will not harm you in anything. And Allah has sent down to you the Book and Wisdom and taught you what you did not know. And Allah’s Grace upon you is great.
