What is the state of a person who has not heard about Islam?

3:85 And whoever seeks other than Islam as religion - then never will it be accepted from him, and he, in the Hereafter, will be from the losers.

(“Islam” is an Arabic word meaning “submission (to God)”, that’s the religion preached by all Messengers. “Islam” (Submission (to God)) is the oldest religion, because Adam was required to obey/submit to God when he and his wife were forbidden to eat from the tree. They were warned about the consequences, so they “heard about Islam (aka Submission)”, because they knew that they had to obey, lest they suffer the consequences. They chose to eat from the tree, so mankind is to be blamed, and also each individual is to be blamed, when you were deceived by other people and by Satan (14:22). So, mankind was warned since the beginning of time, but if your forefathers diverted you from it, God is not to be blamed, but only mankind)(Allah knows best)

6:74 And when Abraham said to his father Azar, "Do you take idols as gods? Indeed, I see you and your people in manifest error." 6:75 And thus We showed Abraham the kingdom of the heavens and the earth, so that he would be among those who are certain. 6:76 So when the night covered him, he saw a star. He said, "This is my Lord." But when it set, he said "I do not like the ones that set." 6:77 When he saw the moon rising, he said, "This is my Lord." But when it set, he said, "If my Lord does not guide me, I will surely be among the people who went astray." 6:78 When he saw the sun rising, he said, "This is my Lord, this is greater." But when it set, he said, "O my people, indeed, I am free of what you associate." 6:79 Indeed, I have turned my face to the One Who created the heavens and the earth as a true monotheist, and I am not of the polytheists.

(According to Verses 6:74-79, in order to believe, the kingdom of the heavens and the earth were showed to Abraham (6:75), so there are signs in the creation which can make people become a believer. Abraham saw the sun rising and setting and so on, and he reached the conclusion that “O my people, indeed, I am free of what you associate. Indeed, I have turned my face to the One Who created the heavens and the earth as a true monotheist, and I am not of the polytheists” (6:78-79). So, those who kept worshiping the sun or the moon, while it was obvious that it was not a deity, then they have no excuse)(Consider some Verses below, in which, by looking at the earth, you see “signs”)(Allah knows best)

26:7 Do they not look at the earth - how many We produced in it of every noble kind. 26:8 Indeed, in that is surely a sign, but most of them are not believers.

51:20 And in the earth (are) signs for those who are certain, 51:21 And in yourselves. Then will you not see?

16:11 With it He causes to grow for you the crops, and the olives, and the date-palms, and the grapes and every kind of fruits. Indeed, in that is surely a sign for a people who reflect.

45:4 And in your creation and what He disperses of the moving creatures are Signs for a people who are certain.

30:21 And among His Signs is that He created for you from yourselves mates that you may find tranquility in them; and He placed love and mercy between you. Indeed, in that are surely Signs for a people who reflect.

30:37 Do they not see that Allah extends the provision for whom He wills and straitens (it). Indeed, in that are surely Signs for a people who believe.

37:95 He said, "Do you worship that which you carve

(That which people carve is obviously not a deity)(Allah knows best)

23:91 Allah has not taken any son, nor is there any god with Him. Then surely each god would have taken away what he created, and surely some of them would have overpowered others. Glory be to Allah above what they attribute.

17:59 And not stopped Us that We send the Signs except that the former (people) denied them. And We gave Thamud the she-camel (as) a visible sign, but they wronged her. And We (do) not send the Signs except (as) a warning.

(God sent Signs to the former people, and they denied it, so mankind is to be blamed, not God)(Allah knows best)

4:48 Indeed, Allah does not forgive association with Him, but He forgives other than that for whom He wills. And whoever associates partners with Allah, then has certainly fabricated a tremendous sin.

(Were people to associate anything with God unless they read the Torah, Gospel or the Qur’an?Believing in “gods” is senseless and there is no proof about that, so there might be no excuse for those who associate with God, because people is not using their intellect. In the case of Christianity, Christians know that Jesus used to invoke God, etc., so it is obvious that he was not God, even so, they believe that Jesus is God. Satan wants them to believe such nonsense, but according to Verse 4:76, the strategy of Satan is weak. And according to Verse 14:22, Satan will say, “I had no any authority over you except that I invited you, and you responded to me. So do not blame me, but blame yourselves”. People is deceived by Satan and also deceived by other people (41:29), so mankind is to be blamed)(Allah knows best)

8:22 Indeed, worst of the living creatures near Allah are the deaf (and) the dumb - those who do not use (their) intellect.

10:99 And if your Lord had willed, those who are on the earth all of them would surely have believed. Then, will you compel mankind until they become believers? 10:100 And it is not for a soul to believe except by the permission of Allah. And He will place the wrath on those who do not use reason. 10:101 Say, "See, what is in the heavens and the earth." But will not avail the Signs and the warners to a people who do not believe.

52:35 Or were they created of nothing, or are they the creators? 52:36 Or did they create the heavens and the earth? Nay, they are not certain.

(“Nature” or “time” (or “aliens”) are unable to create; even so, many people attribute the creation to them)(Allah knows best)

9:66 Make no excuse; verily, you have disbelieved after your belief. If We pardon a party of you, We will punish a party, because they were criminals.

(At some point, people disbelieve after their belief, so that people put everything into question, and think that their belief is senseless, even so if they incline to or choose disbelief after they used their intellect, then they might have no excuse)(Verse 2:16 says, “Those are the ones who bought straying for guidance”, and Verse 2:108 says, “whoever exchanges faith for disbelief, so certainly he went astray (from) (the) evenness (of) the way.”)(Allah knows best)

17:15 Whoever is guided then is only guided for his soul. And whoever goes astray then only goes astray against it. And no bearer of burdens will bear the burden of another. And We will not punish until We have sent a Messenger.

10:47 And for every nation is a Messenger. So when their Messenger comes, it will be judged between them in justice, and they (will) not be wronged.

(Another point is that there was a Messenger for every nation (10:47). Many people denied the Messengers (50:14, 25:37, 38:14, 54:3, 54:18, 54:33, 54:42, 67:9). If your forefathers forgot or concealed the message to you, you did it to yourselves, not God)(Allah knows best)

33:67 And they will say, "Our Lord, indeed, we obeyed our chiefs and our great men, and they misled us (from) the Way.

2:42 And do not mix the Truth with falsehood and conceal the Truth while you know.

9:67 The hypocrite men and the hypocrite women are of one another. They enjoin the wrong and forbid what is right, and they close their hands. They forget Allah, so He has forgotten them. Indeed, the hypocrites, they are the defiantly disobedient.

7:38 He (will) say, "Enter into the Fire among nations which passed away before you of jinn and men." Every time a nation entered, it cursed its sister (nation), until when they had all overtaken one another therein, the last of them (will) say about the first of them, "Our Lord, these misled us, so give them double punishment of the Fire." He (will) say, "For each is a double, but you do not know."

5:104 And when it is said to them, "Come to what Allah has revealed and to the Messenger," they said, "Sufficient for us is that upon which we found our forefathers." Even though their forefathers knew nothing, nor were they guided

67:9 They will say "Yes, indeed, a warner came to us, but we denied and we said, "Allah has not sent down anything. You (are) not but in great error."

57:27 Then We sent Our Messengers on their footsteps and We followed with Jesus, son of Mary, and We gave him the Gospel. And We placed in the hearts of those who followed him compassion and mercy. But the monasticism they innovated - We did not prescribe it for them - only seeking the pleasure of Allah, but they did not observe it with right observance. So We gave those who believed among them their reward, but most of them are defiantly disobediently.

(Another point is that, for example, Christians followed something not prescribed, but they could be rewarded, as long as they are believers)(Trinitarian Christians are disbelievers (5:17))(Allah knows best)

33:5 Call them by their fathers; it is more just near Allah. But if you do not know their fathers - then they are your brothers in religion and your friends. But there is no blame upon you if you made a mistake therein, but what your hearts intended. And Allah is Oft-Forgiving, Most Merciful.

53:32 Those who avoid great sins and the immoralities except the small faults; indeed, your Lord is vast in forgiveness. He is most knowing about you when He produced you from the earth and when you were fetuses in your mothers’ wombs. So do not ascribe purity to yourselves. He knows best he who fears.

4:26 Allah wishes to make clear to you and to guide you to ways of those before you and to accept repentance from you. And Allah is All-Knowing, All-Wise. 4:27 And Allah wishes to accept repentance from you, but those who follow the passions wish that you deviate (into) a great deviation. 4:28 Allah wishes to lighten for you; and mankind was created weak.

21:5 Nay, they say, "Muddled dreams; nay, he (has) invented it; nay, he is a poet. So let him bring us a sign like what was sent to the former." 21:6 Not a town which We destroyed believed before them, so will they believe?

(An interpretation of Verse 21:5 is that they do not believe in any sign (they call it magic in Verse 21:3), but they ask for a sign like what was sent to the former, so they also heard that there was a sign in the past. But, they were not to believe anyhow. Most people are disbelievers (26:8, 3:110, 10:60))(Allah knows best)

36:6 That you may warn a people their/(whose) forefathers were not warned, so they (are) heedless. 36:7 Certainly, the word (has) proved true upon most of them, so they do not believe.

2:6 Indeed, those who disbelieve, it is same to them whether you warn them or do not warn them, they will not believe.

6:109 And they swear by Allah their strongest oaths that if a sign came to them, they would surely believe in it. Say, "The signs are only with Allah." And what will make you perceive that when it comes, they will not believe.

6:140 Certainly, (are) lost those who killed their children (in) foolishness without knowledge and forbid what Allah has provided them, inventing (lies) against Allah. Certainly, they have gone astray and they are not guided-ones.

8:52 Like (the) way (of) people of Pharaoh and those who (were) before them. They disbelieved in (the) Signs (of) Allah, so Allah seized them for their sins. Indeed, Allah (is) All-Strong (and) severe (in) the penalty. 8:53 That (is) because Allah is not One Who changes a favor which He had bestowed on a people until they change what (is) (with)in themselves. And indeed, Allah (is) All-Hearing, All-Knowing. 8:54 Like the way of the people of Pharaoh and those who were before them. They denied the Signs of their Lord, so We destroyed them for their sins and We drowned the people of Pharaoh and all (of them) were wrongdoers.

27:42 So when she came, it was said, "Is your throne like this?" She said, "It is like it." "And we were given the knowledge before her, and we have been Muslims." 27:43 And that which she used to worship besides Allah has averted her. Indeed, she was from a people who disbelieve.

28:53 And when it is recited to them, they say, "We believe in it. Indeed, it (is) the truth from our Lord. Indeed, we were Muslims before it."

10:16 Say, "If Allah (had) willed, I (would) not have recited it to you, and He (would) have not made it known to you. Verily, I have stayed among you a lifetime before it. Then will you not use reason?"

10:19 And (the) mankind was not but one community, then they differed. And had (it) not been (for) a word (that) preceded from your Lord, surely, it (would) have been judged between them concerning what [therein] they differ.

12:38 And I follow the religion of my forefathers, Abraham, and Isaac and Jacob. It was not for us to associate anything with Allah. That is from the Grace of Allah upon us, and upon the mankind, but most of the men are not grateful.

26:208 And We (did) not destroy any town but it had warners

71:26 And Noah said, "My Lord, do not leave upon the earth from among the disbelievers an inhabitant. 71:27 Indeed, You, if You leave them they will mislead Your slaves and they will not beget except a wicked disbeliever.
